Awareness, Capacity Building and Advocacy in the CAFTA-DR Countries

Within the framework of the Central America-Dominican Republic-United States Free Trade Agreement (CAFTA-DR), the program is a comprehensive labor rights initiative in Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica and the Dominican Republic. Funded by the U.S. Department of State, the program is being implemented in partnership with the OAS Department of Social Development and Employment.

The initiative will:

  • Raise awareness and understanding among workers regarding their rights under current labor laws and how to claim them;
  • Build the capacity of both worker and employer organizations working on compliance issues;
  • Build the advocacy and technical capacity of civil society organizations, including labor and human rights NGOs, labor rights attorneys and public policy organizations.

The program provides activities for worker and employer organizations such as training by local and international experts. In addition, small grants are given for organizations to conduct public policy efforts or to develop monitoring mechanisms. Also, employer organizations are trained in corporate social responsibility to improve labor conditions.

The program also develops professional labor law advocates by providing training to civil society and NGO professionals, specifically labor attorneys and public affairs staff.
